Pure speculation but i think the outsource folks who work there get a cut from the agencies that help folks gather the necessary docs...

Agreed...stick to the main passport office in Chbar Ampouv, so many mixed Nationality families face issues when applying for kids passports at AEON 2, the main one being told that they can't apply if the parents aren't legally married in Cambodia which is an absolute crock of shit, there is zero requirement for parents to be married.

Wow.. that's got to be close to a record. There’s a recent thread on the subject with several different accounts of experiences.
