Foreigner accuses woman and military ‘accomplices’ of cheating over $1 million land deal
A Japanese businessman has made a formal complaint to the Criminal Office of the Criminal Investigation and Suppression Commission of the Royal Gendarmerie regarding claims of being defrauded in a $950,000 land deal
Ms. Thong Sok Kheng and a number of military officers have been accused by Japanese businessman CHYUEI GOTO of cheating and breach of trust in connection with the sale of more than 300 hectares of land in Thpong district, Kampong Speu province, for more than $ 950,000
Mr Goto states that he handed over the full amount to Ms. Thong Sok Kheng, but did not receive the land and has filed a complaint to the Criminal Office of the Criminal Investigation and Suppression Commission of the Royal Gendarmerie
According to documents, on December 25, 2012, Mr. Goto bought land in Anhya Ses village and Trapeang Khlong village, Trop commune. Thpong district, Kampong Speu province, from Ms. Thong Sok Kheng, led by Mr. Pen Sereymony, a military officer, and some other individuals,
He purchased a total of 328 hectares with a total value of 951,200 US dollars, with the recognition of the village, commune and district authorities.
Both lawyers and witnesses saw him sign the three land transfer letters and handed over the full amount to Ms. Thong Sok Kheng
Mr. Goto told reporters that he used to visit Cambodia normally, and because of his love for Cambodia, he decided to invest in many businesses, including an agro-industrial project in Kampong Speu province
After selling the land to the Japanese man, Ms. Thong Sok Kheng and her cronies, including Mr. Pen Sereymony, Mr. Seo Song Hy, a Japanese translator, and Mr. Un Sophal, a witness, persuaded Mr. Goto to lease the land in order to make a 5-year industrial sugarcane plantation from July 17, 2014 to July 17, 2019.
At the end of the sugarcane cultivation contract, Ms. Thong Sok Kheng refused to return the land to the Japanese man.
She told the Japanese businessman that the land belonged to people who already had land titles.
According to some villagers, the original landowner described that in 2012 he had already sold the land to Ms. Thong Sok Kheng and had already handed over all the documents to Ms. Thong Sok Kheng.
In 2020, Mr. Un Sophal took the documents to sell the land at that location and gave them a thumbprint in exchange for 200,000 riel per family.
They did not know that Mr. Un Sophal asked them to give a thumbs up to sell the land to any other party.
Ms. Thong Sok Kheng and other stakeholders were unavailable for comment on June 6, 2023.

With that amount and investment in a Cambodian business, wouldn’t that make him eligible for Khmer Citizenship based on investment?
