Tycoon allegedly swindled over $1 mil from 96 people

Complaints are pouring in against Tycoon Nuon Ak who allegedly swindled over $1.25 million from 96 people in a fake land deal in Kampot province’s Toek Chhou district.

Im Chansothon, Toek Chhou district governor, said yesterday that 18 people have registered complaints against Nuon Ak so far and the authorities summoned him for a face-to-face discussion with the complainants four times, but in vain.

He added: “A variety of complaints such as violation of contract, failure to allot land, no promised project development, non-issuance of land certificates have been registered against him.”

“People just want their money back, while some of them want Nuon Ak to fulfill the contract. They are also requesting the authorities to initiate talks so that both parties can arrive at a solution,” Chansothon said.

Ea Sokhen, Chit Chenda and Chea Dara, representatives of the complainants, said that their clients entered into a contract with Nuon Ak for the Kampot Paradise project in Ang village, Trapaing Pring commune, Teuk Chhou district.

Sokhen said that people trusted the Nuon Ak Company and invested in plots of land.

She also accused Nuon Ak of collecting the money but not going ahead with the project and people lost their money.

She added: “We call on him to come forward and take responsibility for resolving the issue.”

Beyond making garments where value is genuinely added (and siphoned off by the Chinese owners) and rather nice pepper, how much of the economy between the street markets and 50-storey tower block developments is smoke and mirrors?

More details on this Kampot swindle:

Almost 100 claim that well known businessman cheated them out of over $1 million.

96 people have signed an official complaint, alleging that well known businessman Nuon Ak - already the subject of a separate lawsuit - swindled them out of $1,254,599 in a land deal.

The plaintiffs state that they engaged in a contract with Mr Nuon totaling about $1,254,599 regarding plots of land in Kampot Thansur project in Ang village, Trapeang Pring commune, Teuk Chhou district and in Kampot Forest project. Mean Rith village, Kandol commune, Teuk Chhou district, Kampot province,

They say Mr Nuon refused to come forward to take responsibility and abide by the contract

In the complaint - addressed to Mao Thunin, Governor of Kampot Provincial Board of Governors - the villagers state that '...we would like to inform the Governor of the Provincial Board of Governors that in 2018, Oknha Nuon Ak Company established the Kampot Thansur plot in Ang village, Trapeang Pring commune, Teuk Chhou district. A total of 96 of us believed in the publicity and propaganda of Nuon Aktha to develop the infrastructure in the area, we also bought plots and some invested with the company of Nuon Ak.

Subsequently, Oknha Nuon Ak Company also established the Kampot Forest project in Mean Rith village, Kandol commune, Teuk Chhou district, Kampot province.

We also joined the company by buying a plot of land and investing.

Since Oknha Nuon Ak Company established this project until now, we have not seen any development.

And [he does] not abide by the contract, even the company's employees and offices are closed and can not be contacted.

We have left many opportunities for 3 to 5 years, but the company of Duke Nuon Ak continues to try to avoid lying again and again.

Irresponsible actions and breaches of trust by the company of Duke Nuon Ak have caused us to face economic crisis, loss of time, loss of family happiness, physical and mental happiness, etc.

As mentioned above, the Governor of the Provincial Board of Governors, please review and intervene, summoned Duke Nuon Ak to come forward and take responsibility for resolving with all of us and to respect his company's contract with favor.'

I wonder if the big fella’s big announcement won’t be a catalyst, too. Too many folk high on power to realise how good they’ve got it; scheming and jockeying for position.

They just haven't got the brains to run genuine commercial enterprises, these people haven't got beyond basic scams. And it seems to be no use complaining to all the pricks in uniforms with long winded titles and preening themselves in their status. It's quite likely they are on the take from the swindlers themselves.

They have figured out that quite a few people/families can rake up $10k and they only need 1000 suckers to make $1M. This is their business model.
