Motorcycle ownership as an expat

Hi new to this forum. We plan to move over to Phnom Penh next year and was wondering about the law that states 250cc as the maximum allowed to own as an expat and yet to go on the new highway to Sihanoukville the minimum cc is much larger? How do you get around this as I did see alot of expats riding larger bikes. I've owned 32 bikes to date and don't really think a 250 two up will do the job?
