I actually think the powers that be above this fine specimen of a lady will actually rule in favour of the victims.
To do otherwise would undermine the whole corrupt system. Everyone paying into and taking the money under this system need to know that promises will be kept and people simply get what they pay for. You don't have to like it but if there are no rules and more people get fleeced it could have serious repercussions for those on the receiving end .... and we know they want the system to continue... Its in their best interests for everyone to play the game properly and if you cant keep your promises then dont accept the money.

As long as corruption is an acceptable way to get what you want or need, it's lose-lose for Cambodians. How can you teach your kids that cheating in school exams is wrong, and bring them up to be honest, when they see that cheating and corruption are rewarded ?
What is not acceptable is getting egg on your face. Then you make everyone look stupid.

This is why I will never let a Khmer 'doctor' anywhere near me. I simply don't trust the medical education and examination process nor the professional conduct and regulatory bodies.
