Seward's Folly. On March 30, 1867, Secretary of State William H. Seward agreed to purchase Alaska from Russia for 7.2 million dollars. The only problem was

So when America appoints an ALL POWERFULL government workers like an

After Russia beat the german nazis in world war 2, America thought that Russia
would be coming to take back Alaska. So the American military built the Alaska highway.
Canada was complicit in this Highway of Guilt.
The American newspapers of the time were government controlled. Seward was able to tell the Russian czar that there was a great rage at spending so much money on a folly. Rather they would go to war and kill all the Russians, rather than pay even more money than the 2 cents per acre.

Not quite sure how Admiral Seward was intending to "blockade Russia", seems rather a large undertaking.

The civil war ended in the US just 2 years ago, leaving with it a huge modern army and modern navy. The US had the first ironclad ships. A single ironclad could face a fleet of wooden ships (see Hampton Roads).
The logistical support of 2 far away fleets would be a nightmare, but the numbers and technology doable.
Theoretically, of course.
Teddy Roosevelt is known for ‘walk softly and carry a big stick’ approach. I believe he prevented the outbreak of World War 1 during his term in office.

Supplies could get to Russia via the Pacific ports, the Baltic ports, the Black Sea ports and, during Summer, the Barents Sea ports. That's before you consider a rather large land border although not all of the neighbours were friendly of course. Actually very wrong as the highway was started by the US military in 1942 during World War 2. At the time the Japanese held islands off the coast of Alaska notably the Aleutian islands which they believed could be used by allied forces to attack the then held Japanese territories. Many allied bases were built in Alaska during the war and contributed not only to the defence of US soil but also to the lend lease program that enabled the USA to provide material including aircraft, munitions and vehicles to Soviet forces. Remembering that the North Atlantic convoys at the time sailing to and from the USA mainly to Europe were being decimated by German U-boats this was a practical alternative.
So in effect the highway had nothing to do with a belief that Russia would be coming to take back the ground it had sold.

The Russian army will manage to get itself completely dismantled in the Ukraine, of all countries, in due course. So any claims Russia might or might not have will be inconsequential.
