I have actually suggested that, perhaps at Poipet. If he could sneak into Thailand he could then apply for a replacement to be sent to VFS in Bangkok. If the border guys spot the canceled passport he could play dumb, and return to PP and begin the application process.

wow, BAD idea; getting caught with a passport reported lost ( stolen) leaving Cambodia and than entering Thailand, "play dumb".... ur fucked
IE; there is no sneaking into Thailand via a legal border crossing

Emergency Travel Document

What an emergency travel document lets you do
You can use an emergency travel document to travel to your destination through a maximum of 5 countries. You can also normally use it to return to the country you’re applying from if you live there.

Your travel plans (countries and dates) will be printed on your emergency travel document. If you change your travel plans once you have your emergency travel document, you’ll need to apply for a new one.

https://www.gov.uk/emergency-travel-document

He'll also need to apply for an Exit Visa to leave Cambodia, to do so he will need an official Police Report, report of lost/stolen/damaged passport from Embassy or Passport Department, 1x Passport pic, $30. Apply at the DoI Visa Office, takes 1-2 days to be issued, only valid for 7 days.

I found and read that. Are the "upto 5 countries" purely for transit purposes only?

Secondly, he lives in Thailand. Can he get an ETD from Cambodia to Thailand only, and enter Thailand on that document? Once there he can apply for a replacement passport.

Trying to enter Thailand on a canceled passport would be foolish, there's a database of canceled passports and this would be flagged immediately at immigration. He wouldn't be allowed to return to Cambodia either, he would be arrested and charged with illegal entry.

All that's assuming that Cambodian immigration would even stamp him out. They probably have access to the same database, but I don't know if they routinely run a check when someone exits the country.

It will require careful planning though, given the Cambodian exit visa, the time to obtain one, and its' validity. Price is £100. He has to prove he resides in Thailand, but I guess that's the easiest part.

I’d be interested to know if HMPO are nearly as diligent and efficient at cancelling a passport as they are processing one.

HMPO were quick as with mine. Found my passport 20 minutes after I told them I'd lost it, called them back to tell them but it had already been cancelled and could not be reactvated.

This was the first question I asked the bloke, "how lost is it?" Because passports and credit cards have a habit of playing hide and seek. It was then he told me that he has found it already, but had reported it lost too. I had to tell him that I thought this was fatal. Poor sod...
