Most of the photo studios/printing shops have a display with the different countries passport photo standards (ie. Size, background colour, etc), if they don't have Canada listed, just tell them the requirements.

There is a shop on street 13 (west side) between 136 and 144. It's a little wedding photo place, been there for years. I have used him, and so have many others I know for passport photos. All went through without a problem, and there are plenty of reasons why they can get sent back: shadows on your face or behind you, red eye, textured background, wearing glasses or fashion accessories such as a bandana and grinning.
However, if you are applying online, you need a digital photo and there are plenty of rules about those too.
Went to that shop... He said he could not stamp the back of the photos with shop name and date.... Thotos are probably OK for visa applications and other things but want to follow the Canadian embassy guidelines so the application doesn't get rejected... Thanks anyways.

Sihanoukville Blvd (south side) just before junction with 51, there's a couple of places there that I have used before - but nake sure they don't start photo-shopping it
