You reserve the tickets through their official "SEA Games 2023" mobile app. You can download app already but you can start reserving only sometime next week. Apple app, Android app

Fans Queue for SEA Games Football Matches

Hundreds of people gathered at the National Olympic Stadium in Phnom Penh on Monday to secure tickets for football matches at the 32nd SEA Games.
Fans queued for hours at counters at the National Olympic Stadium trying to get tickets for the upcoming match between Cambodia and Timor-Leste.
The Football Federation of Cambodia (FFC) announced on Monday that tickets for the first football tournament of the SEA Games 32 are now available.
The tickets are free of charge, and a person can claim two tickets, the FFC said, adding that ticket counters are available in various locations – the National Olympic Stadium, Blue Sports Centre, Fan Sport Store, Double H Sport, and Sport Castle Santhomok.
Cambodia will play its first match against Timor-Leste on Saturday. In a warm-up friendly match last June at the Morodok Techo National Stadium, the Cambodian national football team defeated Timor-Leste 2-1.
The men's football tournament will start on April 29, at 4 pm, at the National Olympic Stadium, ahead of the opening ceremony of the 32nd SEA Games, scheduled for May 5, 2023 at the Morodok Techo National Stadium in Phnom Penh under the presidency of Prime Minister Samdech Akka Moha Sena Padei Techo HE.

So, it starts in 2 days. You have to pick up your tickets 1 day before the event.

Concrete wicket + astroturf covering = consistent good pace and bounce = batters paradise.
The problem arises when the ball is being thumped to all parts and you, the hapless sod at cover point, have to stop the ball while flying at you at 60mph+ bouncing along on that sandpit, covered with tufts of grass. Great way to lose some teeth.
