Spices: where to buy?
I'm after spices. Especially for spicy food, Indian, Mexican, etc. Dried jalapenos, cilantro, chili powder, Mexican oregano, cumin, cinnamon, cloves, anise, cocoa powder, and epazote. Also cardamom, cassia bark, nutmeg and mace, mustard seeds, fenugreek, turmeric, saffron
I'd prefer unpackaged and locally produced if possible

I've generally found that if something can be bought in Cambodia it can be bought somewhere in the unfathomable maze that is O Russey market.
Depending on your language skills, maybe get the names written in Khmer script or have that and photos handy on your phone

This place is also good, just off 154 and Monivong. You can walk in this place, the one on st17 serves you from the door so no browsing.
Cilantro is available everywhere, in Super Duper it is reasonably fresh. They also have a decent display of herbs and spices including the ones highlighted in red. I think you're going to struggle for Mexican oregano. The Indian spice shop has a good selection of premixed spice packs and pulses, spices and flours in bulk.
