Aviation Official Detained for Road Rage Incident with Pistol
Cambodia News, (Phnom Penh): This morning, a deputy director of the Secretariat of State for Civil Aviation was sent before the Phnom Penh Municipal Court, charged with threatening a man with a pistol during an argument over right of way between two vehicles. Both parties are residents of the Chip Mong Borey in Khan Russey Keo, Phnom Penh.
It is alleged that on the evening of March 30, 2023, Mr. Bel Vanndeth, the driver of a white Range Rover (with license plate Phnom Penh 2B-0199) chased and threatened another driver at the entrance gate to Chip Mong Borey, and he even pulled out a handgun, pointing it at the other driver.
The perpetrator was taken for questioning by police to the administrative checkpoint in Sangkat Chrang Chamres II, Khan Russey Keo.

Cambodia News (Phnom Penh): On the afternoon of 3 April 2023, Ouk Reth Kunthea, the Investigating Judge of the Phnom Penh Municipal Court, decided not to maintain in detention a senior official of the Secretariat of Civil Aviation, Bel Van Det, for threatening to kill and possessing a weapon without permission. He ordered the release of the deputy director of the Secretariat of State for Civil Aviation under judicial supervision.
After the incident at 8:24 pm on 29 March 2023, the victim, Chhay Van Molivoan, a 23-year-old male student, complained to the local police, who arrested the suspect. Police confiscated a black Glock handgun, 13 bullets, and a white Range Rover with license plate Phnom Penh 2BL-0199.
Police tried to mediate an out-of-court dispute between the two parties at the Administrative Police Station, Sangkat Chrang Chamres II, but since they could not resolve the dispute, the police decided to send the case to be heard before the court.

High officials can get gun licenses. Threatening people over minor matters should get them revoked but then....

Cambodia News, (Phnom Penh): A civil aviation official who suddenly pulled out a gun and threatened the person who beeped a horn during a traffic dispute, has been ordered to resign by the Prime Minister of Cambodia, Samdech Techo HE.
The civil aviation official who was terminated by Samdech Techo HE was Bel Van Det, Deputy Director General of the General Department of Administration and General Affairs of the Secretariat of State for Civil Aviation.
Samdech Techo Prime Minister recently posted a sub-decree terminating Mr. Bel Van Det with the message that if the court does not take legal action, the state will discipline the perpetrators of illegal use of firearms. This is a warning message to all officials not to use their power to harm the weak, especially not to use illegal weapons.
The original incident occurred at 19:40 on March 29, 2023, when the official Mr. Bel Van Det, used a pistol to threaten Chhe Vann Molyvann, a 22-year-old male student, over a right-of-way traffic dispute between the men's vehicles.

Cambodia News, (Phnom Penh): The Investigating Judge of the Phnom Penh Municipal Court on 21 April 2023 ordered the detention of former Deputy Director of the Department of Civil Aviation, Mr. Bel Van Det, and sent him to Prey Sar prison to await further action. The detention order follows charges of unauthorized possession of a firearm and making death threats by using a firearm during a minor traffic incident which occured on March 29, 2023, at Borey Chip Mong, 598 Street, Sangkat Chrang Chamres II, Khan Russey Keo, Phnom Penh.
According to the temporary detention order of Ms. Ouk Reth Kunthea, the Investigating Judge of the Phnom Penh Municipal Court, the accused is Bel Van Det, male, 38 years old, a civil servant, living at No. 08, Street P04. (Borey Chip Mong 598).
He is charged with "unlawful possession of a weapon and possession of a firearm and threatening to kill" in accordance with the provisions of Article 490 and Article 233 of the Penal Code.
