How did Indonesia score so high..their civil liberties reputation isn't exactly sparkling.

That's a good question. I think it's because these "measures of freedom" gauges place a lot of emphasis on the actual function (and or appearance) of democracy. Indonesia has had I think two democratic elections, one or both which actually threw out and / or has kept out the old ruling party. Joko won.

However, measured by human rights laws or basic equal rights, the freedom to sleep with the partner of your choice... Well, that is a different measure.... Islamic countries are usually placed at the bottom of moral freedom indices ...

Cambodia has an aura of sexual and moral freedom, tainted of course by the absolute power of the extremely rich (two teen girls in the backseat of the range rover or lexus -- and they're not the daughters of the drivers, etc...)

The old-fashioned Asian patriarchy of forced marriage and child-bearing is dwindling amongst educated city classes, too. So, I'd say Cambodia ranks pretty highly in terms of moral liberty. Women and men can divorce freely and even just shack up informally now much more so than in decades past...
