Thai King's Daughter made army major general.

If you mean the local fellow, he at least has military training and graduated the finest academy. Not really comparable to a poodle being made an air marshal, no matter how you swing it.
I wasn't limiting to Cambodia, happens in many countries, especially ASEAN,

Obviously the local fellow is clearly the best man for the job, and if he wasn't the son of the current fellow he would still be in the same position as he is. Absolutely no nepotism to be seen here
