American shouting in street

This American guy was shouting hysterically about his dead friend - saying the embassy didn’t give him a passport. Then he was shouting about his wife who died of COVID. Ugly behavior.

Anyone here know who he is?

Just to play devil's advocate ... it could be that he just went through some tough times - wife dying, friend dying while the embassy wouldn't help - and he's having a breakdown. If that's the case I hope he gets some help, from somewhere.

Or, he could just be a meth head /piss head who makes a scene every time he gets ripped. If that's the case I have more sympathy for the poor locals who need to deal with him, and the normal expats who live in his area who he reflects poorly on, than him.
