Stone-Throwers Say They Were Stoned (Updates)

Cambodia News (Kandal province): Kien Svay District Police arrested three suspects for throwing stones at a car, causing extensive damage at 00:15hrs on 5 March 2023 in Kandal Leu Village, Banteay Dek Commune, Kien Svay District, Kandal Province.

According to the Kien Svay District Police Officer, the 3 suspects were:
1- 19 years old Teuk Phean, from Phum Khsom, Khum Banteay Dek, Kien Svay District, Kandal Province.
2- 17 years old Moeun Samnang, from Sdao Kanleng 2 Village, Dei Edth Commune, Kien Svay District, Kandal Province;
3- 17 years old, Sok Sophearath, from Kandal Leu Village, Banteay Dek Commune, Kien Svay District, Kandal Province.

The incident happened at 00:15 5 March 2023, as the three suspects were riding on a black 2018 HONDA motorcycle along National Road 1, when they saw a white car traveling past them and flashing its headlights. Moeun Samnang, who was carrying a rock, threw it at the windshield of the car, shattering the glass into small pieces.

Some good people who saw this, reported the incident to the Banteay Dek police who went to the scene to check and saw the broken glass strewn all over the road. Police officers searched for the offenders and arrested them on the same day, that afternoon. The police also seized a rock weighing 350 grams as evidence at the crime scene.

After being questioned, the three teenagers confessed that they had thrown rocks at the windshield of a passenger car on National Road No. 1 because they were high from using drugs.

Another drug user has been arrested for attacking a car driving along the road at night; is this becoming a copy-cat crime ?

Cambodia News, Takeo province: At 6:40 pm on March 7 2023, at Trapeang Khchao village, Kirivong district, Takeo province, a suspect, identified as Prek Tong, male, a 25 year old drug user, threw a large piece of wood at the window of a RAVE4 car, with license plate Phnom Penh 2N-2833, traveling from south to north. It shattered the glass window and caused some concern to the passengers but nobody was injured.

After receiving the information, the specialized forces from Kirivong district arrived at the scene to search for and to arrest the suspect in order to build a case to be sent to the Takeo Provincial Court.

Isn't this a symptom of boredom + lack of parental guidance + coward revenge act toward the "have" from the "have not" ?
Someone may have needed a better sense of purpose + a few asskicks at some point in his life, would be my grasp of it.

Unless it's a new kind of tiktok challenge ?

Another strike for the stoners!

Cambodia News, (Kampong Thom Province): Unfortunately, the stone-throwing crime trend is becoming very popular in the provinces!

[Note: Little skill is needed to be successful, and the weapon of choice consists of a rock. That makes this obnoxious crime an obvious favorite for the poor, the unskilled, and all those who live near a road with a bit of traffic and do not have much else in the way of excitement.]

Upset citizens are calling on all the competent authorities to immediately investigate and arrest the gangsters who throw rocks at car windshields.

In this present case, the provincial authorities of Kampong Thom should immediately track down those responsible for throwing a rock at a car windshield on National Road No. 6 around Chhlak Preah Lok at more than 11 pm on March 14, 2023.
The driver of the car said that two motorbikes carrying two or three youths crossed his path on National road 6 when a rock hurtled through the windscreen, but thankfully, he was not injured

Local people hope that the police and the military will work together to arrest the stone-throwers and put a stop to these crimes so that decent people will not be scared when traveling at night to the provinces!

Local people hope that the police and the military will work together to arrest the stone-throwers and put a stop to these crimes so that decent people will not be scared when traveling at night to the provinces!

People shouldn’t go out at night . I come home when it gets dark , people can not drive - the streets are not safe at night

Sihanoukville Stoners Target Woman in a Lexus

Cambodia News, (Preah Sihanouk Province): Major General Chuon Narin, Preah Sihanouk Provincial Police Commissioner, said that two arrests have been made, concerning two suspects on a motorbike who threw stones at a car on the night of April 1, 2023, at around 22:30. The Lexus RX33 was driving in the opposite direction when the stones suddenly smashed through the windshield in two places.

The Lexus driver, a woman living in Sihanoukville who said that she was frightened by the incident, did not stop the car until she arrived home and then she called the Prey Nup District Police Inspectorate to file a complaint.

The Major General of the Commission then ordered the Prey Nup District Police Inspectorate and the Bit Trang Commune police to search and bring the two suspects to be interrogated at the police station. But once the culprits were taken into custody by administrative police of Bit Trang commune, the two suspects stubbornly refused to confess, until April 2, 2023 at 1:45am, when they both confessed to being on the motorbike and throwing stones at the Lexus the previous night.
The men said that they were angry because the oncoming car headlights were shining in their eyes, so they threw rocks at it.

The two suspects are named:
1. Name: Som Soeun, alias Noeun, Male, Ethnicity: Khmer, Occupation: Factory Worker, Residing in Po Thuong Village, Bit Trang Commune, Prey Nob District, Preah Sihanouk Province.
2. Name: Kun Sunheng, Gender: Male, Nationality: Khmer, Occupation: Uncertain, Residence: Po Thuong Village, Bit Trang Commune, Prey Nob District, Preah Sihanouk Province.
Following their confessions, the two suspects were sent to the Office of Serious Crimes for further questioning.

I'm guessing they are 15/16, and the one on left commanded mumm; he looks a force to be reckoned with, if my guess is right. Needs guidance, and putting these youngsters in jail with adults is going to give them the wrong kind.

They're at a crossroad, where some tweaking might send a few down a better path. One problem is they can make as much pinching a couple of phones a month, as they can working. Unless your phone is insured, who's going to go to the cops?

This stone-throwing habit does seem to be catching on with angry young men on motorbikes.

Youths Threw Stones at Truck Because They were Angry at Headlights.

Cambodia News, (Kampot Province): On May 3, 2023, two youths were sent to Kampot Provincial Prosecutor's Office by the Kampot Provincial Police for questioning and a legal decision in the case of throwing large stones and shattering a truck windscreen, committed on April 30, 2023 in Banteay Meas district, Kampot province. Their defense was that they were angry, because they were riding their motorbike and they could not see the road due to the truck's headlights.

According to the authority of Kampot Provincial Police, the two suspects are:
1. Rim Ram, 20 years old, lives in Sre Prey village, Wat Ang Khang Tbong commune, Banteay Meas district, Kampot province.
2. Pat Koy, male, 19 years old, resides in Chrak Khlay village, Touk Meas Khang Lech commune, Banteay Meas district, Kampot province.

After the arrest, they both confessed to police that they had indeed acted as charged, but that it was because they were angry with the truck's headlights which were blinding them.
[Which does not explain why two men would be carrying rocks on a motorbike.]

Cambodia News (Kompong Speu Province): On May 16, 2023, at 7:50 pm in Po village, Po Angkrong commune, Bosedt district, Kompong Speu province, 3 suspects were arrested for stoning a passenger van: They were Nut Samnang, a 21-year-old man, Thorng Sopheap, a 16-year-old boy, and Phan Chhet, an 18-year-old boy.

The van was a Ssangyong (2U-3148) driven by Hou Chrel, a 37-year-old man from Trapang Kok village, Po Angkrong commune, Bosedt district. The stoners were held in custody for further proceedings.
