Man Shot 3 Times in Phnom Penh, Allegedly by Police
Cambodia News, (Phnom Penh): At 7:20 pm on March 1, 2023 along a concrete road in Damnak Sangke village, Khan Dangkor, a member of a group of men, some in civilian clothes and others in police uniforms, fired a gun at a scrap-collecter, hitting him in the leg.
According to the villagers, the victim, 28-year-old Mom Sokmean, was riding his motorbike and trailer along the street on his way home from work. Then, suddenly, a group of unknown men dressed in plain clothes and police uniforms surrounded the motorcyclist, and a man fired off three shots at the scrap-collecter, hitting him in the right leg. The victim fell off his motorbike on to the road in a pool of blood, and the group of men (police officers ?) attempted to detain him. However, by this time, quite a crowd of local people had gathered at the scene, and they were shocked by the unprovoked shooting, so they moved in to prevent the group from arresting the wounded man.
Sensing the mood of the crowd, the group who fired the gun abandoned their efforts to arrest the victim and left the scene. Local people called for an ambulance to evacuate the wounded man to a hospital, and the police force of Prek Kampus Sangkat Administrative Police Station came to inspect the scene and question the witnesses.
It should be noted that in the case of the three gunshots, the competent authorities have not yet confirmed the cause yet; they are currently conducting research and asking for more information.
