Cambodia News, Siem Reap Province: A man, because he was upset with his ex-wife, was drinking alcohol every day until he lost consciousness and threw rocks at a passing car. Following a viewing of some CCTV cameras at the scene, he was identified and arrested by the police and sent to the provincial court.

According to Brigadier General Pheng Chendareth, Deputy Provincial Police Commissioner for Criminal Planning, 32-year-old Prohm Sopheap alias Saly, was arrested in connection with a case of intentional damage by throwing rocks at a random car on National Road 6 in Rolous West Village, Siem Reap, on February 4, 2023, at about 9:30 pm.

The police said that because the suspect was standing in front of the KSN mobile phone shop which has a security camera out the front, they asked the shop owner to check the camera, and, sure enough, they could identify the rock thrower, who was wearing a distinctive yellow long-sleeved shirt and jeans.

Police were then asked to crack down on this case, because it creates insecurity for local people and tourists. So the Prasat Bakong District Police Force, in cooperation with the Rolous Police Station, conducted a search and took the suspect, Prohm Sopheap, in for questioning. In front of the police, this person answered that he really threw stones at an unknown white car, on the national road No. 6 on the night in question. According to information received by police, the suspect has a history of mental illness, and he drank alcohol regularly ever since his wife left him.

From then on, her son started getting drunk regularly, so she took him to a psychiatrist. The doctor said that the patient was poisoned by alcohol which had affected his nerves due to drinking too much, and gave him some medicine, but he stopped taking it after 2 months. The mother said that she did not what else to do.
Her son has been sent to the provincial court.

More likely to be HER brother-in-law - he and she are often used interchangably by Khmers speaking English.
Or the B-I-L could also be the husband of the man's sister, or his step-brother, or his best friend. Anyway, she left.
