If that nicotine strength really is 5% as it shows on the packaging in the picture that's really high.
In England the max allowed is 2% which is equal to 20mg of nicotine which is enough to give me a head rush after a few big puffs and I'm a heavy smoker.

it's not. 5% means 5mg nicotin per 100ml.
