Anonymous Letter Gets Ratanakkiri Planning Director Transfered
Cambodia News, Ratanakkiri: On January 24, 2023, the Ministry of Planning issued a proclamation to transfer Mr. Kheng Vuthy, Director of the Ratanakkiri Provincial Planning Department, to return to work at the Ministry of Planning in Phnom Penh, after an anonymous letter was sent to Phnom Penh from Ratanakkiri.
Following the leak of the contents of this anonymous complaint, many media outlets have reported that Kheng Vuthy, director of the Ratanakkiri Provincial Planning Department, was committing corruption within the unit.
The anonymous letter stated that: " We, officials of the Ratanakkiri Provincial Planning Department, living in Chey Chumneas Village, La Ban Siek Commune, Banlung City, Ratanakkiri Province, respectfully ask Samdech Techo HE Prime Minister to help open an investigation into the director of the Ratanakkiri Provincial Planning Department, who has committed corruption in the unit since he took office until now."
Regarding the above issue, Mr. Kheng Vuthy rejected the allegations of corruption made against him, and claimed that the anonymous letter sent on January 2, 2023, was false.
However, it was also reported that he admitted that, honestly, perhaps he took a little coffee or noodles from his department officials, yes, but not so much, and he categorically denied the principal corruption charges.

Ratanakiri Planning Department Staff Accuse Boss of Corruption

Officials at the Ratanakiri provincial planning department have filed corruption complaints accusing their director of embezzling money to buy houses and land, the latest in a recent spate of anti-graft cases.
The Anti-Corruption Unit confirmed it had received one of the complaints, and the director Kheng Vuthy has now been transferred to the Planning Ministry in Phnom Penh — but on Tuesday he denied the allegations against him as “jealousy.”
Reporters have reviewed four complaints, submitted to the ACU and the offices of Prime Minister HE, Deputy Prime Minister Men Sam An and Finance Minister Aun Pornmoniroth.
One of the complaints, dated January 2, accuses director Vuthy of embezzling budgets for mission trips, office equipment and building repairs, and buying houses in Phnom Penh and land in several provinces.
It also alleges that Vuthy took the salaries of 12 officers who never came to work. He also promoted his allies, even when they had not worked a requisite amount of years, by falsifying documents, the complaint says.
“The office supplies were worth nearly 20 million riel at auction,” or about $5,000, it says. “He takes the money, and we never have anything to use, not even a piece of paper.”
