Phnom Penh Authority: Hotel owners must copy passports or identity cards of guests to tackle crime.

Cambodia News, (Phnom Penh): The Phnom Penh Municipal Authority summoned hotel owners and accommodation service providers in Phnom Penh to participate in a meeting held at Phnom Penh Capital Hall, to ensure that the city's hotel management will take measures to assist in the fight against crimes such as the trafficking of people or drugs.

This outreach meeting was held at Phnom Penh Capital Hall on the afternoon of January 11, 2023, in the presence of Mr. Huot Hay, Deputy Governor of Phnom Penh, who appeared on behalf of Mr. Khuong Sreng, Governor of Phnom Penh.

Mr. Huot Hay said that the business owner must have a photocopy of passports or ID cards of all guests staying at the accomodation site (whether hotel, hostel, or guest house). This law is being enforced to avoid crimes, as Phnom Penh is preparing to welcome the expected influx of tourists and visitors to Cambodia's capital city, as part of the country's economic recovery following the Covid-19 restrictions on travel.

HE Mr Hay added that in the case of a breach of the law, particularly in cases of kidnapping and extortion, human trafficking or drug traffic, the hotel registration can be used to help the police to track down and identify the criminals and punish them according to the law.

I've got to say that it has been a really long time since a hotel in Phnom Penh has NOT asked me for my passport when I checked in. Now, whether or not they register me properly is another question, but at least they consistently collect the data.

We take passports/ID's from ALL guests and that has always been the case. I am sure there are hotels that do not comply but they will not suddenly start complying because they had a meeting with Mr. Huot Hay.

I don't carry my passport but do carry colour copies of passprot and visa to give to accomodation.. Is this still ok ?
I am not aware thyat you have to carry passport at all times

Some adhere, some don't care.

If I checked into a hotel that didn't ask for a copy, I would be quite concerned about what else they aren't doing: night time building security, lift maintenance, staff background checks, fire alarm checks etc.

Is this more aimed at those establishments that have a bias towards tourists from China? A subtle reminder to everyone, but paves the way for not allowing the coming influx to abuse the system? ‘You have been warned’.

Some chinese hotel guests were enabled to do pretty much whatever they liked at one hotel that I stayed at during the forced quarantines, while other nationalities were entirely restricted. Not all local rules and laws apply to that particular group.
