Is it a concern that Thai immigration/government will crack down on these agents skirting around the 800K Baht monthly in advance requirements for an extension?
And would if a person is somehow discovered that they don't have the 800K in the bank living on an 'agents' extension?
If this 'using' and agent if one does not have the financials, why isn't everyone using this route?

#1 It's only a question of time.
#2 It will never happen.
Take your pick. Nobody can give you a definitive answer, this is Thailand after all. If it ever goes bust, however, I have no doubt that they will blame and go after the foreigners rather than the agents and corrupt officials. So I wouldn't expect any leniency or pathway to legalize your stay.

Beside the agents assisting people getting by the financials ( btw, approval of any visa or extension is up to the discretion of the head immigration)
many people use agents cause they just cant deal with immigration>

to get a NON o visa and or extension you need an account at a thai bank
MANY thai banks wont allow someone on a visa exempt entry or tourist visa to open an account
