Cambodian Prime Minister Dismisses Deputy Governor of Kep Province for Violence and Harassment of Two Women on December 29

Kep: Samdech Akka Moha Sena Padei Techo HE, Prime Minister of Cambodia, on December 31, 2022, issued a sub-decree to remove the Deputy Governor of Kep Province, Mr. Pholy, who committed violence and harassed two women at a party for the inauguration of the director of the provincial environment department on the night of December 29, 2022.

This removal was made at the request of Samdech Krala Hom Sar Kheng, Deputy Prime Minister and Minister of Interior.

According to witnesses at the party, the Deputy Governor of Kep Province was sexually harassing a woman and he then assaulted another woman by throwing a wine glass at her. The injured woman was sent to hospital and had 16 stitches to her face.

In the case of violence and harassment of women caused by Mr. Pholy, Deputy Governor of Kep Province, the families and victims as well as the general public also request to Samdech Akka Moha Sena Techo HE, Prime Minister, Samdech Kittiprit Dr. Bun Rany HE and Samdech Krala Hom Sar Kheng, Minister of Interior, to help to find justice for the victims in this case and take action against the perpetrator according to the law.

This is a serious crime and shouldn't be trivialized.

The sad reality is that removal of someone from their position does not usually mean dismissal, but rather reassignment to another role.
This way action is seen to be taken whilst maintaining loyalties and relationships

Such a cowardly act... shows his true character.

The ex-deputy governor has been "removed", but there is still no mention of legal proceedings against him.

Kep deputy governor booted from position for violence, harassment against women
Prime Minister HE issued a sub-decree to remove Kep deputy governor Pho Ly for harassing and using violence against two women at a party.

The removal was made at the request of Deputy Prime Minister Sar Kheng, Minister of Interior. The sub-decree was issued this morning, December 31.

On December 29, the Kep Department of Environment, held a party to celebrate the inauguration of the Director of the Provincial Department of Environment. Ly and the women he harassed were present at the party.

Ly had drunkenly kissed one of the women. The situation escalated to him striking another woman, casing injuries to her head.

Witnesses at the scene said that after the attack, Ly wasn’t detained.
