Many of these hotels and high rises are modified off plan either in construction or in later renovations, removing stairwells as wasted space. Also, Cambodia has no real capability (training or equipment) to fight a fire above the second floor. Their water cannon could not reach the flames...well ya, you have to go IN to fight the fire, not shoot water from 20m away on the street. Cheap plastic carpets, trim, etc., make these buildings a deathtrap.

19 killed, more than 50 injured in Grand Diamond City Casino fire

Cambodia News, (Poipet): According to the report of the authorities as of the afternoon of December 29, 2022, said that the toll of the fire at the Grand Diamond City Casino in Poipet was 19 dead and 53 injured.

After finding the bodies of the victims in the fire at the Grand Diamond City Casino in Poipet, the authorities decided to keep the bodies of the victims at Wat Trach, about 2 km from the scene for autopsy, before removing them to Thailand or eleswhere.

After completely extinguishing the fire, the joint police force has stepped up the search for further victims.

11 die in Poipet casino blaze
A raging fire that engulfed a casino in Banteay Meanchey province’s Poipet city killed at least 11 people and some 60 people were seriously injured

It is believed that some of the victims had jumped to their deaths while others broke their legs during the fire that broke out at Grand Diamond City Hotel and Casino at 11.30pm on Wednesday.

Interior Minister Sar Kheng and the National Committee for Disaster Management’s first-vice president Kun Kim rushed to the scene to coordinate rescue works.

As of 6pm yesterday, firefighters had the blaze under control but were still working to put out pockets of fire in the 17-floor hotel and casino complex, said Sek Sokhom, the spokesman of Banteay Meanchey Provincial Hall.

The final number of victims has yet to be confirmed, as many people are still missing.
At least 73 people are believed to have been injured due to the fire, which broke out late Wednesday evening, deputy provincial police chief Bun Pheng told the Phnom Penh Post.
The outlet noted that the official number of injured remains unclear, with reports from officials and media "varying greatly."

Rescuers search for bodies in ruins of Cambodia casino fire

POIPET, Cambodia, Dec 30 (Reuters) - Cambodian rescue teams recovered several bodies on Friday from the charred rooms of a casino-hotel where a fire killed at least 27 people a day earlier, with more than 20 people still missing.

About 400 employees and patrons were in the Grand Diamond City casino and hotel in Poipet, a town on the Thai border, when the fire broke out in the early hours of Thursday, leaving the building gutted by the afternoon.

It was unclear what started the blaze but Sek Sokhom, head of the Banteay Meanchey provincial information department, said it may have been due to an electrical short circuit. An investigation was underway.

No sprinklers I assume? Probably few working fire hydrants. No firehoses on the floors.No emergency stairs. No firedoors. You know the story.

This looks like a jerry-built heap-of-shit building. Probably adorned with much flammable glitzy crap. The way the fire spread to so many areas was crazy. As above, I doubt very much there were any fire escapes, let alone sprinklers. These buildings and all the bunker-like KTVs and so many commercial and residential buildings are basically death-traps in the event of a fire.

I filed a report through my consultancy to the government regarding the confluence of issues -- lack of training and equipment, lack of suitable water pressure, lack of fire safety codes, lack of true building code enforcement, lack of understanding of the need for safety features (stairs out, fire extinguishers, hoses, emergency exit signage clearly marked, etc.), the list was pages long. Not a popular report and promptly ignored.

There will be more of these disasters.
