You don't need GPS, although it makes it easier for the police, as all mobiles have an IMEI which is a unique identifier and is transmitted to the network continuously even when the phone is turned off, the only way to stop it is to remove the battery which is impossible with the vast majority of phones.
Using the basestations the location of the the phone can be pinpointed, so you can be tracked every second of every day 😁, who mentioned big brother.
So by using the IMEI the police could I either arrest the perp, or the receiver or get the manufacturer to zap the IMEI rendering the phone useless. Either approach would pretty much eliminate phone theft and reduce the resultant deaths that have occurred through bag snatching.

Why don't they?
Many years ago I was involved in the industry in a western country, at the time you could insure your mobile so the police and insurance companies approached the service provider and asked them to do it, the service provider said OK but it is going to take resources to do & it will cost you, police and insurance companies walked out, I guess the same applies everywhere

The police do it in western countries when there is a need … missing person presumed murdered, major drug dealer, etc. Not a just a stolen phone.

Resources used to improve cell reception and data transfer rates for everyone via the cell towers are then diverted to triangulating this phone.

On the other hand, a GPS signal broadcast from a phone uses few resources and doesn’t affect everyone’s signal and data transmission.

This being the Kingdom of Wonder, such knowledge is probably beyond the reach of local police.

Just my opinions, of course.

Got back a iphone 13 like this before.

It detects nearby Bluetooth from other apple devices and does so to get a location even if the phone is of and without service so as soon they went trying to sell the phone at a phone shop where there were many other phones around those phones gave a location for the find my phone function.

A reminder to turn on the function for those who hasn't.
