Sorry phuketrichard, but your understanding or experience is too "rigid" and overlooks a number of everyday, real life scenarios, and for which no work permit is required or sought by Immigration or others. Each of these examples is taken from my own personal involvements, each of which has been pro-bono and without any other form of reward or benefit to me and for which I pay my own travel and accommodation expenses; and for some of which I have been granted on arrival a "Gratis" Visa at no request by myself:

Example # 1. When acting as the "Fixer" for the British Broadcasting Corporation - BBC (Bristol) for the making of a documentary involving Angkor and Beng Melia. The activity was approved by the Council of Ministers, the ICC, the Ministry of Culture, the Ministry of Tourism and the ANA. OML was simply accredited by the Ministry of Information and provided with a photo ID. No work permits required for any of those participating. Entry to Cambodia required on an Ordinary "E" Visa for all flying in to participate.

Example # 2. Archaeological Surveys and Digs. This has been going on for many years, not just the Greater Angkor Project (GAP which please qv on search engine of choice, but by many international teams and from many different universities). Some of these are approved at the Council of Ministers level others further down the national chain of command starting, but not necessarily so, with the Ministry of Culture or the ANA and also by Provincial Governors (usually at the direction from higher authority). Again, no work permits required by participating individuals and entry on either a Gratis Visa or an Ordinary visa,

Example # 3 - Probably the one involving the greatest number of persons overall in any one calendar year - International Medical Teams authorized to come and work pro-bono in Cambodia by the Secretary of State ie. the Minister of Health for Medical, Dental, Pharmacy, Ophthalmology, Obstetrics, Genecology etc. etc. - the list of medical specialties and sub-specialties is almost endless. Such personages may range from a single specialist and practitioner/lecturer/demonstrator through to a very large team indeed often numbering 100 or more persons, inclusive of non-medical professional support staff such as myself. Now this is important, for quite some years now, EVERY medical person, regardless of specialty or sub-specialty who will have any face-to-face contact with any potential patient in Cambodia has to submit their Medical Degrees, Professional Association details and their national current medical registration details to the Ministry of Health Secretary of State many months in advance and under whose name Cambodia now conducts due diligence with the degree conferring universities, the claimed professional associations and the national medical registration and licensing authority to fully establish the bona fides and good standing and fitness to practice in Cambodia. Long gone are the days of a "Medico" just flying in and flying out. However, for support staff such as myself, we are simply listed by name and activity. Again, Such activities are Approved in writing by the Minister for State for Health (The Minister for Health) and co-approved by the Province Chief for the province/ies that such activity/ies is/are to take place in. Entry on either a Gratis Visa but more commonly on an Ordinary visa. Again no work permits required.

I could go on but I think you and the forum readership understand the examples that I am providing. No Work Permits Required.

In fact, I return to Cambodia on 23rd January 2023 to assist and support such a large international medical team from the USA and we shall be working pro-bono in Banteay Meanchey Province and based on the Mongkul Borey Hospital, and that's why I was in Cambodia in October of this year receiving my awarded Monisaraphon Medal for many years of such work ,and for doing what I do setting things up for activities such as the forthcoming January 2023 on an Ordinary "E" visa and without need or requirement for a Work Permit. As I write this there is such a team from Australia working at Kg Cham and, also again, no Work Permits required.

No. Richard, I don't agree. Each of us starts off as a "Joe Blow" doing what we do because we believe in doing it. But over time, we all come to the attention of different government agencies for whatever reason/s - good, bad or indifferent.

There are so many people similar to myself that come to Cambodia and actually do NON Touristic things and activities and that DO NOT require Work Permits. That is my point. Whether you concede it or not.

I was as surprised as could be when I was informed that I had been nominated for the Monisaraphon Medal. So surprised that I thought it was a joke or prank and replied "Is this for Real?" I was even more surprised when I was sent a scan of the Certificate of Award, which is still in Cambodia and to be collected by me in January 2023, on translation to find that it had been signed by none other than the Prime Minister, HE HE, himself.

And no, I do not hob nob with the rich and powerful and enjoy no special place or privileges' other than enjoying what I do do in Cambodia.

I guess you work for organizations having an MOU with one of the ministries. It's a different league, different laws apply in that case and I wouldn't be surprised if your visa weren't and E-class but a different one.

Quite the opposite. I just volunteer to work with any organization that suits my own beliefs. And over many years have worked with many organizations.
Like any person in a country for any length of time you slowly build connections but connections come and go - even in to exile.

I am in fact very low profile when in Cambodia.

This all seems to be getting a bit OTT for an OP that I think (correct me if I'm wrong) can be summarised as "I don't have a proper job, how can I extend my visa?"

I understand that, but when you get accredited there must be government involvement, right? And Cambodia has pretty strict laws on 'support' from abroad. AFAIK you can only get this kind of government support from organizations having a MOU with a ministry. About a decade ago that was a big issues because loads of NGO's lost rights over this. They could not, or did not want, to have the MOU with the government.

The short answer is officially you can't, but currently in reality you can if you cough up extra money for the (fake?) paperwork.

However, the DoI constantly discusses and announces 'stricter enforcement' so guarantees until Friday the 9th of December 2022 (the DoI generally uses pretty tight time-frames when making announcements).
