At 2 o'clock in the morning on December 5, 2022 on the Chroy Changvar bridge, a Lexus car driven by a young man drunk driving at high speed hit a couple and their baby on a Scoopy motorcycle from behind. The baby was thrown on to the road by the impact and later died.
As of 9 pm on December 15, 2022, where is the perpetrator? Public opinion on social media is now waiting for the court action 🙏

A police spokesperson said that they are searching vigororously for the Lexus driver, but he appears to have skipped bail, and may even have left the country. (But they are not sure.)

The Phnom Penh Municipal Court has levelled charges against Som Nori Tikhea, who is alleged to have been under the influence of alcohol when he hit a motorcycle with his car, seriously injuring two adults and causing the death of a two-month-old baby.

As of January 19, the accused had not been arrested. Authorities released him on bail on December 5, with a police official acting as his guarantor.

Phnom Penh municipal police identified the driver as Som Nori Tikhea, a 19-year-old resident of Village 3 in the capital’s Chroy Changvar commune and district.

Municipal court spokesman Plang Sophal told The Post on January 18 that the case had been investigated by the prosecutor, and the defendant has been charged with inadvertently causing death while driving, under articles 83 and 85 of the road traffic law.

The accident occurred at 2am at the base of the Chroy Changvar bridge, when Tikhea’s Lexus sedan hit the victim’s motorcycle from behind at high speed.

The three people aboard the motorcycle were seriously injured. The baby was flung almost 100m by the impact, according to witnesses, and succumbed to injuries at hospital several days later.

“We have received a court order and are actively seeking the perpetrator. Despite our vigorous effects, we have not yet been able to bring in the suspect,” municipal police spokesman San Sok Seiha told The Post on January 19.
Seiha said the police have not yet been able to ascertain whether he has fled abroad or remains in the country, but that the search would continue.

Another tragic story and my thoughts and sympathies are entirely with the family.

The fact that a policeman acted as guarantor suggests that he is a relative of the idiot driving. It's not too great a leap to surmise that the car was funded by that relative thugging around on street corners, draining money from the very type of people struck by this tragedy - that's pretty much an anecdote for Cambodia in general....the powerful prey on the unfortunate and do so with impunity.

Until some stringent penalties for manslaughter cases like this are enforced, nothing will change. Therefore, nothing will change.

A man driving a 50k + car offering 2.5k in compensation for the lives of a family and this seen as acceptable is positively sick.

Driver is Still Nowhere to be Found

Cambodia News, (Phnom Penh): The statement from the spokesperson of the Phnom Penh Municipal Court on January 25, 2023, shows that the court has taken legal action against a drunk driver who crashed into a motorcycle, causing the death of a baby and injuring two adults on the Chroy Changvar bridge, for which the prosecutors have issued an arrest warrant, yet this person still refuses to give himself up to the police.

A spokesman for the Phnom Penh Municipal Court said that at 2:10 a.m. past dusk on December 05, 2022, at the point on the old Chroy Changvar Bridge, Sangkat Chroy Changvar, Khan Chroy Changvar, Phnom Penh, a traffic accident occurred between a LEXUS NX2OT, White with license plate Phnom Penh 2BB-9989, driven by Som Nori Tikha, male, 19 years old, Khmer nationality.

The Lexus driver, Som Nori Tikha, who was drunk at the time, crashed into the back of a white HONDA SCOOPY motorcycle with license plate number 1B-9979, driven by Pen Chamroeun, male, 40 years old, accompanied by his wife Keo Leakena, female, 31 years old, and Sok Leng, their two month old baby boy. All three were sent to hospital, but the baby died as a direct result of the accident.

The spokesperson of the Phnom Penh Municipal Court reported that after receiving the above case from the Judicial Police Officer of the Phnom Penh Municipal Road Traffic Police, the case was Investigated by prosecutors Involved and an arrest warrant was issued for the person who caused the traffic accident, Som Nori Tikha. However, the accused has still not presented himself to the prosecutor to answer the charges and has ignored the summons to appear before the court.

After completing the investigation and examining the evidence in the case, the Prosecutor therefore opened an investigation into the traffic accident, charging Som Nori tikha for negligent driving, carelessness, causing death and injury to others committed on the old Chroy Changvar bridge, Sangkat Chroy Changvar, Khan Chroy Changvar, Phnom Penh, in accordance with the provisions of Article 83 and Article 85 of the Law on Road Traffic, on December 5, 2022.

Article 83 states that anyone who drives recklessly, causing injury to others while intoxicated with alcohol rates ranging from 0.80mg per liter or more, should be punished with imprisonment from 1 to 3 years and may be fined from 4,000,000 (four million) riels to 15,000,000 (fifteen million) riels.

Article 85 states that anyone who drives recklessly, who causes death by not paying attention to the obligations required by the Road Traffic Regulations, while intoxicated with alcohol levels from 0.40mg pl, is punishable by imprisonment from two to five years and may receive a fine of between 10,000,000 (ten million) riel to 25,000,000 (twenty-five million) riel.

The Khmer news article also comments that it is noteworthy these days that the perpetrator [as a person with 'connections'] has actually been charged by the court for causing a traffic accident, where some [unimportant] people were unintentionally injured or killed. They imply that this is a significant change in attitude.
It remains to be seen if the accused driver will eventually be punished by a prison sentence for causing the death of the baby due to drunk driving, or if he will escape with a slap from Cambodian justice and a hefty fine.

Parents still seek justice from drunk driver responsible for death of baby on Phnom Penh bridge in 2022

An anguished family say that they are still attempting to gain justice from a drunk driver who was responsible for the death of their 2 month old baby on Chroy Changvar Bridge in December

Oun Toch, 60 days old, was seriously injured along with his family when he was hit by a drunken motorist on the night of December 5, 2022 in front of the 4th light pole east of the old Chroy Changvar Bridge, Sangkat Chroy Changvar, Khan Chroy Changvar, Phnom Penh.

The 2 month old child later died from his injuries at 20:10 pm on December 11, 2022.

His family – Hong Ratha, alias Sveth, male, 33 years old, scavenger who was seriously injured, hospitalized at Cambodia-China Friendship Hospital and Much Srey Leak, female, 31 years old who Seriously injured and treated at Ponleu Clinic are now waiting for authorities to prosecute the perpetrator.

The perpetrator was 19-year-old Som Nori Tikha, residing at No. 53, Keo Chenda Street, Village 3, Sangkat Chroy Changva, Khan Chroy Changva, Phnom Penh, who drunkenly fled the scene after causing the tragedy.

Cambodia News, (Phnom Penh): Samdech Krala Hom Sar Kheng, Deputy Prime Minister and Minister of Interior has requested that the authorities work harder in the search for the perpetrator of the fatal traffic accident which occurred on Chroy Changvar bridge at 2am on 5 December 2022, causing the death of a baby.

In an interview with the media on the morning of May 25, 2023, Samdech Krala Hom Sar Kheng said that the identity of the perpetrator is known, but the man has not presented himself to the authorities, so he must be taken into custody to answer for his crime in order to provide justice for the baby's parents.
The owner and driver of the Lexus that caused the accident, 19-year-old Som Nori Tikha, was driving drunk when he hit a motorcycle from behind, which was carrying a couple with their two-month-old baby. The baby was taken to hospital, but was mortally injured in the crash.

The Phnom Penh Municipal Court spokesperson confirmed that a warrant has been issued for the arrest of Som Nori Tikha, but until the present time, police have been unable to locate him.
