As stated, Wood places in Kep are VERY expensive as all wood need be imported (even thou they cut lots of trees to get to the dirt to build the new beach)
my contractor told the wife he lost over $2,000 ( we had agreed on a price/sq M), as so many things he had to redo as i just would not accept
As to never build in Cambodia, that will be easy ( as no intention to return, its her house) <
been there....done that....:-)

PS: what I found about the builders is they have no respect for their work or others work ( the guy that built the house vs the window installer vs the guy that did my doors and wood trim), no pride in their work at all;
its all just a job to them

10 Km from here in Teun village it will buy you a mountain. Location, location and facilities....

Province for me been here near on 6 years had 4 months riverside apartment PP and 2 months Kampot soon got just as bored as in the province. The difference is no pollution and noise in the province. PP is only a moto ride away for a few days every 3-4 months just for a change but I find after 3 days I've had enough of PP. Must be getting old hahaha.
