Resort Owner Fills in Battambang's Sangke River

Cambodia News, Battambang: The construction of a riverside resort known to be owned by an influential person is being criticized by many people in Battambang, because the site has illegally encroached on the Sangke River, contrary to government law. It is strictly forbidden to encroach on all waterways: creeks, lakes, rivers, streams, etc.

The construction site of this resort is located on the east bank of the Sangke River, in the village of Bo Po, O'Dambang 1 commune, Sangke district, Battambang province, and the property owner has been using machines to dig and fill in the river with soil, so now between the resort building and the river, there is a new piece of land. Residents living near the site said the owner first dumped layers of stones and poured soil on top. This work has also blocked the much of the river current and diverted it from its natural flow, which may cause the river bank to collapse in the future.

Regarding the location of the resort, Mr. Sek Phanith, also known as Bao, the chief of O'Dambang 1 commune, said that he did not know anything about it, but along the Sangke River to the lower part until the end of Wat Kor Bridge belongs to Mr. Keo Bengwat, Director General Of the General Department of Sub-National Budget.

By telephone with "Kampuchea Thmey", Brigadier General Mean Lay, Deputy Commissioner for Security Planning, who is in charge of this location, affirmed that the construction in the river was only to stabilise the banks and prevent them from collapsing. And on the morning of November 24, 2022, Mr. Pruon Rith Tha, Director of the Provincial Department of Public Works and Transport, said that anyway the construction of the upper bank of the Sangker River above the Wat Kor Bridge is a project that only affects 150 meters of riverbank. Mr. Long Phalkun, Director of the Department of Water Resources and Meteorology, was no available for comment.

Local sources say that this is not a sensible way to protect the river, and are asking why this particular part of the river, (just in front of the private resort), was chosen to be shored up, but not other parts of the river bank which are more eroded.

Cambodia News, (Battambang Province): On the morning of June 24, 2023, Mr. Sok Lou, Governor of Battambang Province, led a professional team to inspect the construction site of the resort which the public has criticized as being in violation of the law at Stung Sangke in the village Bo Po, O'Dambang 1 commune, Sangke district, Battambang.

There has been much heated criticism on social media in recent days about the construction of solid structures on the land being built directly in the Stung Sangke river at the point of the commune above, but until now, the authorities acted as though they did not know or hear about what was happening.
Off-record, Mr. Sok Loo Hak admitted that this story was really criticized by the public. In particular, some social media commenters and media reporters have attacked him for not stopping the above construction."Actually, I did not know about the construction of the building," he said, (while not allow a recording of his statement to journalists). "They have been doing it while I have been away, which is why I did not know about this, although the public has made a lot of comments".

However, Mr. Sok Loo confirmed that he has now had a professional officer draw a specific plan of the construction site in order to know how much the concrete construction encroaches on the river. He has also contacted the builder, who has agreed to demolish the parts of the construction which affects the land along the river.

Mr. Sok Loo also stated that the task of destroying illegal structures and rebuilding the upper bank of the river is the responsibility of the company which built this project together with the resort owner. This is the solution to end the problem of "construction on the land of Stung Sangke."

Battambang riverbank construction to be removed: governor

After a series of claims on social media that a private individual was filling in parts of the Sangke River, the Battambang Provincial Administration confirmed that the owner of the land had agreed to remove the soil and the structure, a veranda, that he had reportedly built.

The administration issued a June 24 clarification that the removal work would begin immediately.

On June 23, the provincial governor assigned officials to inspect the property. Later that day, he convened a meeting and it was determined that the owner had not encroached on the river, and that the riverbank had not been permanently impeded. The property owner had used soil to allow for the bank to be built, and this would have to be removed, however.

The owner had agreed to excavate the soil to restore it to the original state before the river rises this rainy season.

“The property owner also offered to demolish a veranda he had built on the riverbank, as the pillars used to support it may affect the river currents or trap floating debris. We accepted his offer, and the verandas will be demolished,” it said.
