Now that we're back together here in Cambodia, I look forward to building even stronger progress than we've already made, and I want to thank the Prime Minister of Colombia for his leadership as ASEAN chair and for hosting all of us,
Considering the fact that he got the country right in the sentence that preceded the gaffe, it's safe to assume that it was just a slip of the tongue. It's lucky he didn't say anything about Nambia.

Biden is put in his position just because the real decision makers can easily control him.

Yes, so Biden is 79. He probably doesn't really give two s**** at times about certain things and maybe that shows. He could be losing his mind a little bit, he is 79. I don't think he's dumb but you can if you like. He was pretty tight with the Obamas and it's quite possible he was reading CIA Factbook and got confused and possibly wanted to get one in there for Michelle, who was the world's leading target of hate for a time. As some of you may recall, Michelle Obama's visit was marked with some underlying politeness problems.
