If you have no valid visa, you cannot get a work permit FULL STOP!

In the UK as with Cambodia there are two responsibilities: employers are required to make certain people have work permits and can be fined if they do not, and employees are required to make certain they have work permits and can be fined/jailed/deported (or any combination thereof) if they do not.
The casino should be fined, as per the law but that doesn't grant any form of immunity to those working in it illegally.

See that tiny word 'also' in the last sentence/ That implies he was both working without a work permit, and had also no visa - not even a tourist one- which was valid.
He was WORKING at the casino. That means - sorry to have to explain this, but you have been slow in this regard today - that the employer had already given him a job, yes?
Now, tell me, whose responsibility is it to check that an employee has a VALID visa for seeking work BEFORE processing the work permit, or of ensuring employee obtains relevant visa asap after employment (let's be charitable, here)? Take your time, take your time.
Whilst it is painfully obvious to even you that the onus of obtaining said visa falls on the individual, it doesn't appear to be very clear to you that his employer should have checked the employees' papers.
This was not done, or ignored, ergo:
1. Employer has broken the law wrt work permit/illegally employing someone
2. Individual has broken law by not having valid visa -of any sort - to be in the kingdom.
I can dumb it down more, but frankly I don't give that much of a poop.
