UPDATE
Cambodia News, (Phnom Penh): The gunshots which occurred at 2:00 pm on November 8, 2022, at a drinking shop along the railway in Ang village, Sangkat Choam Chao III, Khan Por Senchey, Phnom Penh, were reportedly caused by a freelance gunman with the name of Tek Dy.
According to whispers from residents who live in the area above and know the gunman, they said that Tek Dy, who killed his girlfriend Nhan Sam in Kampong Chhnang province a few years ago and who got off with a light sentence because he joined the military, had recently reappeared in the neighborhood as an armed criminal.
The local people felt insecure, and often complained to the authorities in Po Sen Chey district about the gunman and his behavior, but the authorities did not take any action until the day of the incident. At this time, the gunman and another man named Phorn came to drink at a shop at the above point. When the two men were drunk, they pulled out two guns and started shooting at the village chief and other people around them. In the confusion, the villagers ran to hide, and the gunmen then fled in a car.
After the shooting, the police from Por Sen Chey District Unity Command, the Por Sen Chey District Inspectorate, and the Por Sen Chey District Armed Forces, who had refused to take measures against the gunman before the incident, suddenly got active and they all went to the scene and took many witnesses for questioning, so that their superiors would not blame them for doing nothing.

UPDATE: Three Men Detained for Por Sen Chey Shooting
Cambodia News, (Phnom Penh): Please note that, the police have arrested a man who pulled out a gun after drinking and randomly shot at people in Sangkat Choam Chao 3, Khan Por Senchey, Phnom Penh.
The shooting left a man with leg injuries, after a gunman came out of a nearby house drunk, got into his jeep, and drove away. When the villagers stopped the car for questioning, the man suddenly pulled out a handgun, fired two shots at the ground, and drove off, causing a surprise at 2 pm on November 8, 2022, in Ang village, Sangkat Choam Chao III, Khan Por Senchey, Phnom Penh.
According to the source, in the past, the gunman Thek Dy, was often seen going to drink at a nearby house, and when he was drunk, he always held a gun and pointed it at the villagers, to frighten them. Rumors also say that the perpetrator had previously shot a weapon in Kampong Chhnang province, killing an 18-year-old woman, in a car at dawn on September 16, 2020. He then drove into the military office at Udong district, Kampong Speu province, to confess. It appears that he has connections, because the rogue did not spend long in jail before being released back into the community in Ang village in Por Senchey, where he was soon back to making trouble and causing violence in the same village.
However, after this actual shooting incident, the police and the military arrived at the scene and the military took the owner of the house where the suspect was drinking in order, to interrogate him at the specialized office.
Then, according to the authorities, at 7 pm on the same day, the criminal force of Po Sen Chey district arrested the perpetrator named Tak Dy at home. They also confiscated the Jeep car and a pistol at Borey Chhouk Va 2, Tek Panha Village, Sangkat Samrong Krom, Khan Por Sen Chey, and detained another accomplice, Keut Samphos, a 34 year old male military officer. All three men are being detained for questioning by the authorities.
"Cambodia is a country ruled by law," the local people said sarcastically.
