When I knew Virak, 1999, he was a quiet, shy, softly-spoken moto dop in Koh Kong working with his older brother Sen (Sam). They lived with their mother in a tiny little house.

Cambodia News(Phnom Penh): 10 April 2023 - According to unnamed officials in Koh Sdach, an illegal resort is being built into the sea in Koh Sdach, Kirisakor district, Koh Kong province.

Koh Kong provincial officials have revealed that a wealthy man and a close friend of a well-known tycoon have occupied the Koh Sdach beach to build a fortified resort spanning tens of meters into the sea. This encroachment of the seafront is clearly illegal, but it seems that the relevant authorities are missing in action, possibly due to the influence of the anonymous tycoon. The construction of the resort was previously suspended by the Koh Kong Provincial Administration, but somehow suddenly construction has resumed. Presumably, the resort owner has connections which over-ride decrees made by the local authorities.
Regarding this case, the governor of Koh Kong province could not be reached for comment.
