So, all southbound traffic from Wat Phnom area will be forced onto either Sisowath Quay or Street 19 (that will gridlock quickly) or Monivong, (assuming 110 will be available). I read that as just a location point for the closure of 178. If they close Sisowath quay, then street 19 will be the only north/south road.
Are they going to block the crossing of Norodom and 51 in an east-west direction?
