Guess so, you can probably cross East-West north of Wat Phnom. Looks like a good week to head down to Kampot.
If they close Sisowath quay, then street 19 will be the only north/south road.
Are they going to block the crossing of Norodom and 51 in an east-west direction?

Yes. You can get from the airport without using Russian Boulevard if you go via street 2004 if RB is restricted. The fun will start getting you into 144, as it runs across street 51 and Norodom, both of which will be restricted or completely blocked. Hopefully you will be able to cross over the road to get into 144.
The drivers will have figured out ways by then (hopefully).
Get yourself a car from the airport (no tuks) as you might want a bit of AC while you pick your way across what might be congested traffic in many places.
Ask us all again on Thursday when we will know the full extent of the shitshow.
