A business associate of the prime minister’s daughter has received 67 hectares from the state on the rapidly filling Boeng Tamok lake in Phnom Penh.

Boeng Tamok, one of the city’s last lakes, has been doled out to tycoons and officials’ family members in recent years, and is now being filled with sand for development.

Don’t be daft, lakes are only good for filling with sand and topped with a garish borey development. Preferably filled with concrete so somewhere else down the road can flood

There is no worry about flooding until it floods. Then it’s a natural event caused by rains.

Requiring a wealthy NGO to solve.

Plus it’s believed that locals like concrete everything.

Seeing their entire neighborhood from inside their house is a good thing.

That's true and I don't think anyone would argue the point. However most of the central part of the country is an alluvial flood plain. Phnom Penh only exists because of the location at the four faces. It was never an ideal place to develop because the "land" mostly consisted of lakes and swamps. The land you are possibly standing on in the capital was a swamp not so long ago. Sure, they could keep a few lakes but that's not much use for development.
