I know the US $ is widely used in the cities such as Phnom Penh and Siem Reap, but at the bars in the cities, whether run by a local or an expat, and at restaurants, is it common and acceptable to pay in Riel, or is the US $ the preferred choice of payment at these establishments?

It's cool to pay in Riel.....and, also to pay in dollars. Riel is very handy whilst bumming around local places, it's much appreciated and might give you some face too. Learn how locals say the increments of 10,000 Riel notes and other small money phrases and life gets easier.

I tend to use riel nowadays for anything smaller than $100 bills. Mostly because I got annoyed by people scrutinizing (and sometimes rejecting) my $10 and $20 bills, so I don't really like to get them as change either. Never a problem to pay in riel.

Even if you pay with a $100 bill they often do not have change anyway.

Better still, $50 in 10,000 r and $50 in 20,000 r.

yes very common here:
i usually change $100 into apx 410,000 here now adays and most places in Kep /Kampot deal at 4,000 riels=$1
