Raids All Over Phnom Penh in Gambling Crackdown

CEO News: Samdech Akka Moha Sena Padei Techo HE, the Prime Minister of the Kingdom of Cambodia, has issued a proclamation for the authorities in all 25 provinces / capitals to crack down on all types of illegal gambling sites throughout the country. Raids against illegal gambling outfits were conducted all over the country last night, many of them occurred in Cambodia's capital city, Phnom Penh.

Cambodia News, (Phnom Penh): According to the Sen Sok District Police Inspectorate, last night, on September 17, 2022, at 9:50 pm, the O'Bek Kam Administrative Police Station arrested 13 suspects, including 5 women, in a case of illegal gambling (playing cards) at the Chisbiyakol Building, Northbridge Road, Khan Sen Sok, Phnom Penh.
The 13 card players all tested negative for drugs.

1. Name: WENG QICAI, Male, 30 years old, Chinese, Occupation: Tourism, Staying at Hohom Hotel, Street 310, Sangkat Boeung Keng Kang I, Khan Boeung Keng Kang (No drugs).
2-Name: WANG JIANJUN, Male, 45 years old, Nationality Chinese, Occupation: Factory worker, Living in a rented house, Street 2004, Trung Moan Village, Sangkat O Bek Kam, Khan Sen Sok (No drug substance).
3-Name: ZHAO YAN, Female, 40 years old, Nationality: Chinese, Occupation: Tourism, Staying at Bali Hotel, Street 2004, Trung Moan Village, Sangkat O Bek Kam, Khan Sen Sok (No Drugs).
4-Name: XA XUE JIAO, Female, 40 years old, Chinese, Occupation: Tourism, Staying at Comfort Hotel, Concrete Road, Trung Moan Village, Sangkat O Bek Kam, Khan Sen Sok (No Drugs).
5-Name: Moeun Lyheng, Male, 42 years old, Nationality: Khmer, Occupation: Translator, Residence: 114, Concrete Street, Sangkat Kakap 2, Khan Por Sen Chey (No Drugs).
6-Name: Tang Chen, Male, 45 years old, Nationality: Chinese, Occupation: Trader, Residence: 2Z, Street 112, Sangkat Phsar Depot 3, Khan Toul Kork (No drug substance).
7-Name: WANG FEI, Male, 43 years old, Chinese, Occupation: Chef, Staying at Comfort Hotel, Concrete Road, Trung Moan Village, Sangkat O Bek Kam, Khan Sen Sok (No Drugs).
8-Name: LIU SHENGQIU, Male, 40 years old, Nationality: Chinese, Occupation: Tourism, Living in a rented house on Concrete Road, Sangkat Toek Laak 3, Khan Toul Kork (No drug substance).

Cambodia News, Phnom Penh: Daun Penh District Unity Command on Saturday night, September 17, 2022, led by Mr. Chea Khema, Governor of Daun Penh District Board of Governors, took action on illegal gambling locally.
During the operation, specialized forces raided a Vietnamese lottery in Phsar Kandal I commune, Daun Penh district and arrested a Vietnamese woman who was the manager.

Meanwhile, on the same night, Mr. Chea Khema, Daun Penh District Governor and Chairman of Khan Administrative Unity Command, led a joint police force to inspect eleven different locations suspected of housing gambling dens in Daun Penh district, Phnom Penh.

Orders were given yesterday by the PM, and these were implemented immediately in several locations in Phnom Penh.

PM Orders Local Authorities to Suppress Illegal Gambling
AKP Phnom Penh, September 17, 2022 --

Prime Minister Samdech Akka Moha Sena Padei Techo HE this morning ordered the capital, provincial, district, Khan and municipal governors as well as police officers to repress all kinds of illegal gambling in their respective localities.

“I would like to issue a very strict order to take repressive measures [against illegal gambling] in a timely and decisively manner,” said the Premier in a special voice message.

It is unfortunate that we have a lot of work to do with the prevention of COVID-19 spread, inflation, as well as economic-related problems caused by external crisis, but we are also disturbed by gambling, he added.

Samdech Techo HE also warned to remove any capital, provincial, district, khan and municipal governors or police officers of any level who is found not to be responsible for his/her role.

“I do not hesitate to use legal and administrative measures against any officials who conspire or who refuse to act in connection with illegal gambling in their respective localities,” he underlined.

Good point, the whole haul is way too small for 13 people. That's only $500 each or so.. Where are the other 30 phones etc.

According to the Khmer Times:

400 foreigners reported to have been detained in Sihanoukville online gambling raid
Reports are coming in that over 400 foreigners were detained in a massive crackdown on illegal online gambling in Sihanoukville yesterday.

Full details have not yet been released, but information states that the Preah Sihanouk Provincial Administrative Unity Command cooperated with the Central Security Department of the General Commission of the National Police, the General Department of Immigration and relevant professional institutions, with the coordination of procedures from the Provincial Prosecutor’s Office, to raid Boeng Chheng International Entertainment Co., Ltd., located in Sangkat 3, Sihanoukville, Sihanoukville Province,

It is reported that evidence was found of illegal online gambling and that more than 400 foreigners were detained in the raid.

A brief press release (below) says that ‘Details of the provincial administration will be announced at the end of this operation.’ [From Fresh News]
