All of the above mentioned benefit has you say. I would think that it is more likely what tax money is paid to the government, but business is not doing too well, like many hit in covid time's, and the Chinese are not coming back in droves like before. Yes and Khmer can't enter the casino's, not good when this large scale gambling is in your country and you can't participate.

Bro-in-law got arrested along with dozens others a few weeks ago at a cock-fight, they all had to pay up or face being hauled off to prison

Cambodia News, (Phnom Penh): Mr. Chap Dina, Deputy Governor of Daun Penh District, on Tuesday morning, September 20, 2022, said that on the night of September 19, Mr. Sok Penh Vuth, Deputy Governor of Phnom Penh Capital City, led a joint force of Phnom Penh Municipal Administration to inspect the location of a suspected Chinese online gambling operation on the 19th and 20th floors of a building on Street 65 in Daun Penh district.
Mr. Chap Dina said that the operation was attended by Mr. Song Ly, Deputy Commissioner of Phnom Penh, Mr. Chea Khema, Daun Penh District Governor, Mr. Teang Chansar, Daun Penh District Police Inspector, Mr. Thong Piseth, Commander of the Royal Cambodian Armed Forces. Daun Penh District Armed Forces and with the coordination of Mr. Kim Hong San, Deputy Prosecutor of the Phnom Penh Municipal Court.
The deputy district governor said that upon arrival at the site, the team found that the site manager and Chinese staff and translators, had already packed up the suspected illegal gambling equipment, ready to leave, in cooperation with the Cambodian authorities.

Cambodia is not really washing its dirty laundry - more likely just passing it on, probably to somewhere like Myanmar or Laos. Well, good riddance.

Cambodia News, Phnom Penh: Following the order of the authorities from the 17 September, 14 districts in Phnom Penh conducted a series of operations to crack down on gambling.
Colonel San Sok Seiha, spokesman for the Phnom Penh Municipal Police, told the news agency on the afternoon of September 18, 2022 that the operations of the 14 district authorities in Phnom Penh in accordance with the order of Mr. Khuong Sreng, Governor of Phnom Penh cracked down on 34 cases and arrested 64 people, including 29 women.
The same source confirmed that police will continue to investigate and crack down on all types of illegal gambling sites on a regular basis.
The 64 men and women arrested have been interrogated by the authorities, and the case was sent to the Phnom Penh Prosecutor's Office for further proceedings.
I wonder if they raided any of the poker rooms in Phnom Penh, or the ‘hotels’ that are only there for gambling. I doubt it
