Cambodia News (Phnom Penh): On 12 September 2022, boatmen found a body floating on a lake at 2:30pm, while riding their boat in Sangkat Chak Angre Krom, Khan Meanchey, Phnom Penh. The unidentified deceased man was wearing a black t-shirt and black trousers. He was also found with several gunshots to his body, believed to be the cause of death.

After the boatmen found the corpse, they hurried to report the incident to the local authorities who immediately came to the scene to investigate. Based on the preliminary findings, it is suspected that the deceased may have been murdered by a police officer from the Chamkarmon district and then thrown into the lake.
Forensic Police of the Phnom Penh Municipality, the Gendamarie of Chamkarmon District and the district police came to the scene to record and investigate the incident.

Local murdered by the police (aka competent authorities)? Not by a drinking spree or a triangle love affair?

I’m amazed it’s being reported as such.

What is more disturbing is that this news report has revealed that there is yet another lake that can be filled for development, I thought they'd all gone!

There is a totally different story about this body, related by the Khmer Times today. Apparently the deceased is a Chinese national, MA HONGCUN:

Residents found the body of a Chinese man floating in a lake at Boeung Kamblok, 60 meters from the road in Prek Talong 3 village, Chak Angre Krom commune, Meanchey district on the afternoon of September 12, 2022.

Police say that the corpse appears to be that of MA HONGCUN, 38 years old

Mr Ma is previously reported to have fallen from the third floor of a condominium in Building 172, Street 167, Village 3, Sangkat Toul Tum Poung II, Khan Chamkarmonat around 2 am on September 11, 2022

He was reported to have endured serious injuries

According to the security guards at the building, at 2:30 AM on September 11, 2022, they were inspecting the area around the building when they saw the man lying on his back.

The man was bleeding from the head.

The security guard noticed that the window of a room on the third floor (Room 303) was open and the room light was on.

The security guard said that he he observed three Chinese people and a Cambodian bodyguard.

The Chinese came down and they took the man, put him in their car and drove away, saying that they were going to ‘take the man to hospital’

However, it appears that instead of being taken into medical care, the man – either dead or alive – was dumped into a lake.

So not killed by local police after all. Strange that that was even hinted at so early in the investigation.
Executed (on the second attempt) by Chinese criminals/gangsters seems much more feasible.
