Of sorts.
CNM can run a history check for some, not all, vehicles. North American origin in the main.

If you're talking "Autocheck", you can run the VIN (vehicle id number) yourself if you have it and have a card to pay the Autocheck fee (not sure how much these days).
It wont tell you everything though, so don't rely on it too heavily, especially if the car is already registered in Cambodia. In fact it wont tell you anything about the car's history after it got on the boat so to speak.

If the car has been imported from US/Canada/Europe/Australia you can check the car history yourself too https://www.carvertical.com/ About $10-$12 per report.
But ltike SlowJoe said, it will not tell anything about the car's history after it got on the boat though.
