I don't think the issue is that black and white, it's complicated. You have to remember that for decades China has had major issues with western powers building bases all around them. They've been attacked and colonized by numerous countries and they've never gotten over that, it's something they take very seriously - part of the social contract the CCP has with the people is not allowing that to happen again so you can see how, when a country with a long history of invading other countries circles them with military bases they'd feel threatened and might feel the need to push back.
You use Hitler as an example of what can happen - well to the Chinese they feel a bit like other weaker countries might have felt when they realized what a monster Hitler was, and then saw him moving troops and tanks to their border.

Why is this the only time the US suddenly has a convergence with Khmer locals, and pretends to care? What locals are actually "alarmed" by this? I think we should be much more worried about the evil Canadians. For sure, they look smiling and harmless. But nobody could be that nice.

China has been the dominator for millennia. All other nations were vassals and paid tribute. Everything flowed through the Middle Kingdom. Even Chinese culture dominated their neighbors.
The last few hundred years is an anomaly in Chinese history.
