It appears that the three foreigners went willingly to work illegally for a Chinese company in Sihanoukville, but they had problems with the company when they wanted to resign from their jobs. All three were staying in Cambodia illegally.

The 3 foreigners speak to authorities. Fresh News
Three foreigners, who were reportedly detained to work in a Chinese company in Sihanoukville, have been taken into custody by authorities.
The news has been confirmed today by General Khieu Sopheak, Secretary of State and spokesman for the Ministry of Interior.
The three people contacted the hotline of Minister Sar Kheng’s team to seek assistance from authorities, reporting that they were being detained by the company in Sihanoukville.
The 3 have been named as:
Sath Chap, Male, 35 years old, Cambodian-American (over 2 year overstay on visa),
Daniel Wayne Scott , 43-year-old male, American (lost passport for 2 years)
Plasidia Retta Riama, female, 31 years old, Indonesian (lost passport for 2 years).
According to General Khieu Sopheak, after searching, the three people were found on on August 18, 2022, staying in their room in Sihanoukville with no outside locks or guards in front of the room.
However, the three of them asked for mediation to return to Phnom Penh.

Three foreigners, who were reportedly detained to work in a Chinese company in Sihanoukville, have been taken into custody by authorities.

Maybe I’m being cynical here, but that could be a very convenient ploy to avoid overstay issues/fines with immigration.
Why your visa expire so long? Oh that! I couldn’t get an extension because I’ve been held captive by Chinamen for the last few years.

Good question. However, it is possible that the guards were removed when notified of the coming police inspection.
From MCPN News:
With the cooperation of the location owners police found the three people, and they say there is no problem of detention. According to the authorities, after the team arrived at the accommodation, they found that the three foreigners were not locked up from outside, nor there was a guard in front of the room, and there were no signs of torture or scars on their bodies.
Later, the Preah Sihanouk Provincial Police decided to bring the three people for questioning . The three are SATH CHAP, male, Cambodian-American, DANIEL WAYNE SCOTT, American, and PLASIDIA RETTA RIAMA, Indonesian.

That looks more like bundles of cash in his hands IMO, you can see 3 or 4 bundles bound with white bands.
