That's great for intersections with signs, but what about when there aren't any street signs or road markings - it is Range Rover first right?

In my experience, where traffic laws are optional depending on proximity to police payday,
Green is go
Red is go faster before the crossing traffic go
Amber may be missing, stolen or optional. But mostly, just confusing.

Traffic police: Turning right on a red not subject to fines

Passing through a yellow traffic light or turning right on a red when the way is clear are two areas that drivers and over-zealous police officers in the bustling capital cannot seem to agree on, prompting high-ranking officials to weigh in and advise their subordinates to tolerate these two types of misdemeanours, as long as they are done safely.
Municipal police spokesman San Sokseyha has confirmed that a letter was issued on August 13 to traffic police officers instructing them not to fine drivers in such cases.
“If a traffic light is red and they turn right when the way is clear, we should not pursue them and fine them. It almost appears like motorists are targeted at some intersections. As for yellow light runners, they should be educated, especially if there are pedestrians present, but do not fine them,” it said.

Public to be Educated on Road Signs
Phnom Penh: The Ministry of Public Works and Transport, this morning, Saturday, August 27, 2022, released road signs showing Give way and You have priority.
Who should give way here ?
According to the Ministry of Public Works, drivers need to understand the right of way at intersections and be careful when driving to avoid accidents and congestion when traveling on public roads.

Drive or ride safe, road rules are very rarely followed, plus if you have an accident you are going to be in the wrong, due to you should have not been there.
Police stop you for tea money! Last time I was stopped the police claim I run a red light wanted $75. I don't pay them anymore, I ask for a high rank officer to come.
