The US issues debt as Treasury Bills, publicly issued bonds that need to be paid back (mature) over a period of X number of years. Anyway can buy (and sell) them. It’s publicly traded and provides liquidity to the capital markets.
Not secretly owed debt between two countries that no one knows about. Until one country calls in the chips and turns the other into a vassal state.
China holds less US debt than Japan. China holds almost 50% of Cambodian debt (that we know of). So how is the US in a much worse position than Cambodia?

Many roads are in a state of relaying nevermind repairs. Red dirt roads in the north at least get plained level.
The answer is down to greed and corruption, the company who got the contract, whoever that may be. Maybe some of them try to keep cost down (greed), or they got their budget wrong from the start. Buying the material's, from the Khmer, inflatable pricing, also the wrong material's for the job, (corrupted), but both parties involved want to make money, the way to sort it is have trained authorities in place for both parties.
Thing is I feel like there is no after care.

US is in a better position. Cambodia is trying to sell $300 in sovereign bonds starting this month. Maybe that will be set aside for improving the roads. Or maybe not.

There are loads of much improved roads all over the country, and some fantastic huge new ring roads with giant overpasses are being built all around the capital. Of course none of this matters to some posters because there's a muddy patch between Kampot and Sihanoukville.

Yep, the officials from ministry have started take more interest and care of the quality of the rods built now days. The new expressway quality is monitored by Malaysian company and I think the ring road 3 is monitored by Singaporean company. And young khmer engineers following these guys close by and learning the process. Earlier they contracted some company to do the work and then in the end had their opening ceremonies.
