Yes, the inadequacy of the electrical installations in Cambodia in general mean that some testing is nearly impossible. As you can see in your quote. You would have to trust that the equipment is working. That can be easily tested before you bring them over, initially. But sod all use for period checking. Unless you run a dedicated earth line, which is feasible, even if only for testing purposes.
One area where you might have an issue is when people wire random items in. We know that at our old apartment, there were electrical loads even with every socket and item disconnected, and the breaker tripped.
If someone has tapped into the(your) live circuit only, and has another cable going to a different neutral point which is not inside your electrical ring/spur, then that would trigger a trip.
We have something like that now in our current apartment. The circuit breaker for the upstairs air conditioning seems to control a heavy load that isn’t inside our apartment. Probably an air conditioning unit in the apartment above us. We only discovered this by accident when our meter unit was showing a high load one night, but with no big consumers turned on.
