Cambodia banned guns more than a couple of decades ago. There's a monument in the roundabout on the west side of Chroy Changvar bridge to commemorate it.
The problem seems to be related to the new breed of untouchable foreigners that have taken over in recent years.

In the good old days when there was an abundance of weapons left over from the (civil) war, travel around the country was nearly impossible. Random dudes, armed with AK-47 and similar, would set up checkpoints down the road in front of their village. They were called ប៉ូលី ស ជជុះ (polis chu chu) which translates a bit like 'second hand police'. They would fleece everyone passing by and a refusal to 'contribute' would result in a bullet in the tyre or worse.
These checkpoints held development back and was one of the reasons to go for a nationwide ban off / collection off firearms. Anyone could hand in firearms during a certain period without the feat of prosecution for possessing it. It was actually a big success and greatly improved safety nationwide.
