Some NGO is going round in Kg Chhnang vaxxing all the dogs.
That's an NGO I can like.

Great effort, but the validity of the vaccine for the doggies is just one-three years, so unless they make it a nationwide campaign the gains will be short term only.

Come to think of it you probably won't need the Zepam for the bulldog as I've never heard one bark, they're so good natured.

Telling how some individuals concern themselves more with the dogs vax status than they do with obvious confinement and/or neglect--Legoland in action.

People commenting on vac and/or horses in bars does not equate to people not caring about dogs in cages (hope they at least have water).

There is just little to nothing people can offer as suggestions as to how to deal with it.

There is no water in the cages unfortunately.
They seem to be drugged because they stopped barking and sleep all day.
Also there is no floor in the cages, so they have to sleep on iron bars.
This cant be legal, not even in Cambodia.

What I find surprising in this instance, is that French Bulldogs (if that’s what they really are) are very expensive animals to purchase (normally), and to keep them in such conditions seems strange.
If he was keeping them locked in cages to prevent them being stolen, but otherwise taking reasonable care of them, it would make more sense.
If they were “just” Mutts, then nothing would surprise me TBH.

Have you tried to contact these people to see if they can help ? There may be nothing they can do, but you can ask.
In both cases, better call by phone than email.
