I live in a middle class area.
My wife has a tiny cute toy poodle, so we know all the other dog owners in the neighborhood.
They are uniformly well looked after and vaxxed for rabies at least. I know this because a kid got nipped teasing a dog and no worries the mutt was vaxxed.
When I asked it was like well yeah, duh- ofc it is vaxxed for rabies.
Lots get heartworm meds and the owners know about parvo.

The Cambodia you live in I suspect is not typical to the vast majority of the country, where most households have a half dozen mutts kicking around, surviving on rice and scraps and what they can scavenge while roaming loose.
The dogs are kept to sound the alert of intruders and keep the rats down, and are not vaccinated in any way shape or form (probably taint the flesh, spoiling the flavor) and are invariably unnamed.
Where I am, a dog nipping a kid is a death sentence for the dog regardless if vaccinated or not.

Maybe- it is Khmer Chen mostly here.
Nobody has 6 dogs around my neighborhood.
Nor do they where my GF family lives in SV- a very insalubrious area.
Sounds like you guys live in provincial countryside.

I’ve got several neighbors with a dozen or more dogs, the area is rural, certainly not rough.

Where I live only a few dogs are vaccinated. Others simply aren't. A dog (or cat) bite will result in an expensive visit to the private health center for some jabs @ 100k riels a piece. Many aren't aware of rabies though, and others sill simply take the risk because of the high price of the jabs. The government health center in my town doesn't have rabies vaccinations, so no freebies or cheapies, even for the poorest.

Biting a kid might be death sentence, but sometimes it isn't unless it's their own kid. Attacking own family is a death sentence. Eating chicken or other livestock is a death sentence without exception too. The stories of dogs scraping by aren't totally true, because if they get too hungry they will prey on the livestock scavenging around the house, and that's the end of it.

About the taste of dog meat, not every Cambodian fancies dog meat. However, when a dog is killed because it broke the law the meat is never lost. Sometimes sold, sometimes eaten by the family, but never wasted. Good thing environmental wise I'd say.

Ah yes, I forgot about Cambodia's enormous middle class population, that might just get the ratio of good owners up to 95% :P

I'm talking about Kampot, but to be fair the situation here has been getting way better over the years.
There is clearly less dogs around and the ones that roam about generally looks healthier.

Still, it's far from what I consider taking "very well" care of a dog, and I expect it's different when you go outside of tourist affected areas.
