Previously, claims of abuse and the exploitation of Cambodian women led to a moratorium by the Cambodian government on its citizens working as domestic helpers in Malaysia. This is now being reviewed.

Saravanan: Malaysia to get maids from Cambodia

GOPENG, MALAYSIA: The Human Resources Ministry will table a proposal to the cabinet on a memorandum of understanding (MoU) to bring in maids from Cambodia.

Minister Datuk Seri M. Saravanan said yesterday that his ministry had gone through various stages involving the matter and the MoU was expected to be completed soon.

“We are in the process (of finalising the details) and it will take time, but we are trying to speed it up.

“I will present the proposed MoU to the cabinet to bring in foreign workers, especially Muslim maids from Cambodia.”

Saravanan was responding to questions about the government’s proposal to bring in maids from countries other than Indonesia.

“I have had discussions with the Cambodian government and they will provide us the opportunity (to bring in maids).”

HR minister: MoU on Cambodian domestic helpers expected to be signed in September

SHAH ALAM, Aug 4 — Malaysia is expected to sign a memorandum of understanding (MoU) regarding the recruitment of Cambodian domestic helpers in early September, said Human Resources Minister Datuk Seri M. Saravanan.

He said the date of signing the agreement will be set after views from several ministries, including the Home Ministry, are completed.

“We have distributed cabinet papers to relevant ministries for comments. Once the review is complete, we will sign the MoU with the Cambodian side.

“It (the MoU with Cambodia) is expected in the first week of September and once it is signed we will be able to bring domestic helpers from Cambodia,” he told Bernama after officiating the Kemuning Utama Clinic here today.

‘Malaysia-Cambodia domestic workers deal should include minimum wage’

Migrant rights groups questioned the government's commitment to end exploitation of domestic workers after the latest bilateral agreement signed with Cambodia made no mention of a minimum wage.

When contacted, Tenaganita executive director Glorene A Das said while Malaysia joined the list of many countries with labour laws that excluded domestic workers from being paid a minimum wage, such a provision should be included in bilateral agreements between governments.

"Minimum wage is important as it protects the most vulnerable group of workers like domestic workers from exploitation and being placed in a possible debt bondage situation.

"Including a minimum wage in agreements such as the MOU between the source country and destination countries simply shows that both countries recognise the tremendous contribution of domestic workers to homes and societies.

Human Resources Minister V Sivakumar yesterday confirmed the latest five-year MOU did not make any reference to a minimum monthly wage - either set by Cambodia or based on Malaysia's current rate of RM1,500 as the minimum wage for all formal workers.

Instead, Malaysiakini understands that an employer seeking to hire a domestic worker from Cambodia must pay a monthly wage determined by "market forces" in Malaysia and agreed to as part of the terms and conditions of an employment contract.

Commenting further, Glorene cited minimum wages paid by Malaysian employers to domestic workers from Indonesia and the Philippines - as the two most popular source countries - and how the government is encouraging discrimination with no such term signed with Cambodia.

At the same time, she said governments of source countries must show political commitment to protect their nationals - especially its vulnerable group of domestic workers.

Is there only a hotline for maids in distress ?
Abused, enslaved, punched, raped, there should be a responsive safety net of sorts...

There should be a responsive safety net to save them from abusive Ohknas who employ them …
