Many people complain about this, and it doesn’t make it right, but tourist states like Florida and Nevada have a similar dual-pricing structure for residents and tourists. So Thailand is not alone in this type of scheme.

It seems fair enough, they are just desperate to fill empty hotels so they are offering a discount to local people. Nobody is forcing you to go to the "Land of Stuff".

This was commonplace, but not universal, in Thailand before the OTAs. Now, in any place where there is competition, we can find the best deals on booking.com etc. The OTAs don’t discriminate. Thais use the OTAs too.

Offering discounted rooms to local tourists via a government sponsored scheme during a period when foreign tourist demand was low to non-existent made sense. However I don't think we're at the stage yet where the government can force a pricing structure on an entire industry in normal times. It may just be bad journalism which is open to different interpretation depending on which side of the fence you sit. If I was in Thailand's shoes, given the state of the industry and the current rising cost of living worldwide especially travel related, I'd be at pains public relations wise to sell the country positively rather than what seems to be happening at the moment.

They need to make up their mind. On one hand they say they only want to attract wealthy tourists, and on the other hand they say they want them all.

Trinhomics tweeted about this the other day. ALL Asian countries that are non-dollarised and oil-importing are in a tight spot atm. They either keep rates low and suffer a major FX fall or they increase rates and trash their economies, and they are already not in a good state. This will not abate until the USD and oil come down a lot.

I would guess the Thailand government is preparing for further policies to stimulate foreign tourists and the policy stated in the OP is just someone flying a kite for whatever reason of their own.

Very common practice. Hawaii has their Kama'aina rates. While it may not be hotel rooms that are cheaper everywhere, attractions also get local discounts.

Attractions an National parks in Thailand have always had 2 tiers, one for Thai locals and one for everyone else
as said above, booking.com/hotels.com/Agoda an others don't differentiate
